This is what people say as "age is just a number". Even though So Hyun is 6 years younger than Seung Ho, and she still 19 years old (Korean age) during ruler filming, she is very mature. Seung Ho is not the only one who said about that. Many of So Hyun's co-stars said the same thing.

Seung Ho is same with So Hyun, both are introvert, shy and not very talkative. But Seung Ho keep joking around, why? This will be the explanation:

He wanted to get closer to her.
That's why he made silly jokes, and made a lot of effort to start a conversation with her (you can see that in videos of : first script reading, BTS of early episodes). Seung Ho was the one who always tried to start the conversation

Even when they were about to film the scenes, Seung Ho was still trying to make a jokes.

I think usually Seung Ho is a serious person, in Ruler VLive, there was someone who asked, "How do you want "Ruler" to be remembered?" (15:00)
Seung Ho answered first with a serious answer, so the mood changed. And So Hyun teased him. She said, "It got so serious" (15:52)
BYR also said that it's Seung Ho's charm. He has the ability to change into a serious mood. Sohyun said that sometimes she also did something like that as well (change the mood), but Seung Ho is worse than her (about changing into serious mood), so I guess, sometimes Seung Ho is more serious than So Hyun 😂😂😂

During Ruler VLive, (21:46) when BYR asked them (O or X Talk), "I wanted to get close to one of the actors, but it's still awkward", both So Hyun and Seung Ho gave "O" (yes) as their answer. BYR asked Seung Ho to explain his answer first, but he misunderstood. He thought that the one whom So Hyun wanted to get close with but still awkward is him. He really surprised by that, and kept asking So Hyun if it was true. 

BYR and So Hyun got confused, they thought that Seung Ho asked them if he would go first with the answer. Then Seung Ho said, "Your answer is me?". Both BYR and So Hyun understood, then So Hyun said, "No, it's not you" while put her hand on Seung Ho's back. It was like reassured him that it's not him. Because they were already close to each other and didn't feel awkward at all.

After Seung Ho heard So Hyun's answer he asked her once again, "Not me, right?" and then smiled widely, he felt relieved.
This is the proof that Seung Ho really wanted to get closer with So Hyun (So Hyun felt the same thing) and when they did the VLive, they were already close and comfortable with each other.

Seung Ho ya, you really wanted to get close to her, right? your wish already came true! I believe So Hyun felt the same thing.
Both of you have the similar personality and could get close and comfortable easily. You understand each other without talking too much.
After they got so much closer, it's not only Seung Ho who teased So Hyun or tried to make jokes, but So Hyun do the same thing to him.
Two shy, introvert, serious and not very talkative persons became more comfortable and joke around each other 😄😄😄
Seung Ho are becoming more mature, the way he answer the questions in the interview, and everything. I can see that he changes into a better person since Ruler (although he's already have a great personality). I believe So hyun is one of the reason of his change, because as Seung Ho said, "So Hyun is very mature"
